On October 28th, 2020, United States International Trade Commission (USITC) gives notice of the institution of investigations and commencement of preliminary phase antidumping duty investigation on certain polyester textured yarn (PTY) products, which originate from Indonesia, Malaysia, Thailand, and Vietnam. Some of the main contents of the case are as follows:
1. Interested Parties
(i) Applicant: Representative of domestic yarn industry, including:
– Nan Ya Plastics Corp. America, Lake City, South Carolina
– Unifi Manufacturing, Inc., Greensboro, North Carolina.
(ii) Respondent: PTY producers/exporters from Indonesia, Malaysia, Thailand, and Vietnam
2. Period of investigation: The proposed period of investigation is expected from April 1, 2020, to September 30, 2020
3. Subject merchandise
(i) Description of the merchandise: polyester textured yarn (PTY)
(ii) HS code: Subject merchandise are under subheadings 5402.33.3000 and 5402.33.6000 of the Harmonized Tariff Schedule of the United States (HTSUS).
(iii) Origin: Indonesia, Malaysia, Thailand, and Vietnam
4. Allegation of Applicant: PTY from Indonesia, Malaysia, Thailand, and Vietnam is being sold in the US at less than fair value. The alleged dumping margin is as follows:
