LEGAL UPDATE – TEAM TRADE
1. Overview
From November 2026 to February 2027, 04 anti-dumping cases initiated by Vietnam are expected to reach their review request filing deadlines: AD16 (tables and chairs), AD17 (prestressed steel strand), AD18 (wind towers) and AD21 (MDF boards).
Pursuant to Article 51 of Decree No. 86/2025/ND-CP, during the first four years following the effective date of a decision imposing or extending anti-dumping (AD) or countervailing (CVD) measures, interested parties may submit review requests on an annual basis. The outcome of a review may result in adjustments to the applicable duty rates or the scope of products subject to the measures, thereby directly affecting import costs and business competitiveness.
The timelines below have been compiled and estimated by IDVN Lawyers based on Decree No. 86/2025/ND-CP. They are for reference purposes only and do not replace the official timelines announced by the Investigating Authority (TRAV).

3. Recommendations
Foreign producers and exporters, domestic businesses, industry associations and other interested parties should proactively assess the need to request a review rather than wait until close to the filing deadline.
Foreign producers and exporters intending to request a review of their dumping margins should begin preparing their applications now, as the applications require information covering at least one year prior to submission, including detailed data on production, domestic sales and exports.
Foreign producers and exporters that do not intend to submit a review application should also consider checking their production and sales data and assessing potential changes in their dumping margins, so they are prepared if another interested party requests a review concerning them.
Interested parties should also regularly monitor announcements from the Trade Remedies Authority of Viet Nam for updates on official deadlines, application requirements and subsequent procedural steps.
