Trade Remedy Authority Of Vietnam Received The Investigation Request Dossier To Apply Anti-dumping Measures On Welding Material Products Originating From China, Thailand, And Malaysia

On January 21, 2021, the Trade Remedies Authority of Vietnam (TRAV) received the investigation request dossier to apply anti-dumping measures on some types of welding material products imported from China, Thailand, and Malaysia.

On February 1, 2021, TRAV confirmed that the dossier was complete and valid following the laws on trade remedies. The next step, within 45 days from the date of receiving a complete and valid dossier, TRAV will appraise the dossier to submit to the Minister of Industry and Trade for consideration whether to initiate an investigation on the products or not.

Currently, the products under consideration may include the following HS codes of 8311:

These products are enjoying the preferential import duty rate of 0% for the goods imported from ASEAN according to the ASEAN Trade in Goods Agreement (ATIGA) and ASEAN-China Free Trade Area (ACFTA).

According to the database of UN Comtrade, in the period of 2017 – 2019, Vietnam imported the products from China about 3.7 thousand tons in 2018 and 9.6 thousand tons in 2019, while the quantity of the products imported from Thailand and Malaysia were respectively 1.4 thousand tons and 2.6 thousand tons in 2018, 3.2 thousand tons and 1.9 thousand tons in 2019.

Producing welding material products is one of the most important industrial auxiliary sectors, which are indispensable to the production industries such as automobile and motorcycle assembling and manufacturing, shipbuilding, and other electronic industries. Thus, once the investigation relating to the product is initiated, it may push up the selling price of the imported products from the major markets mentioned above, in general, which could have negative impacts on shipbuilding, automobile, motorcycle production, and other electronic industries.
