US Department of Commerce received an Petition for the imposition of Anti-dumping on imports of certain paper shopping bags from Vietnam

On May 31, 2023, DOC has received the petition of the Imposition of Antidumping and Countervailing Duties on imports of certain Certain Paper Shopping Bags from Cambodia, China, Colombia, India, Malaysia, Portugal, Taiwan, Turkey, and Vietnam. In which, the petitioner only requests for initiation of anti-dumping investigation against Vietnam.

Certain information of the case:

  1. Petitioner: Coalition For Fair Trade in Shopping Bags
  2. Subject merchandise: The products within the scope of these investigations are paper shopping bags with handles of any type, have a width of at least 4.5 inches and depth of at least 2.5 inches, classified under HS codes 4819.30.0040 and 4819.40.0040.
  3. Presumptive period of investigation: October 1, 2022, through March 31, 2023.
  4. Total imported volume of subject merchandise: According to the information in the petition, the import volume of the investigated product from Vietnam into the United States in the period from April 2022 to March 2023 accounted for 13% of the total import volume into this country, which makes Vietnam as the country with the second highest volume of exports to the United States, after China.
  5. Alleged dumping margin against Vietnam: from 63.67% to 128.81%.
  6. List of Vietnamese exporters listed in the petition: 14 companies.
  7. Estimated time for an initiation (if any): within 20 days from the date of receipt of the petition (except from a DOC’s extension).
