On October 27, 2025, the Ministry of Industry and Trade issued Decision No. 3176⁄QD-BCT on initiating an investigation against the evasion of trade remedies against certain hot-rolled steel products originating from the People’s Republic of China (case code: AC03.AD20).

The goods investigated against evasion of trade remedies are hot-rolled steel products originating from the People’s Republic of China (China), classified according to HS codes 7208.25.00, 7208.26.00, 7208.27.19, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.20, 7208.39.40, 7208.39.90, 7208.52.00, 7208.53.00, 7208.54.90, 7208.90.90, 7211.14.15, 7211.14.16, 7211.14.19, 7211.19.13, 7211.19.19, 7211.90.12, 7211.90.19, 7225.30.90, 7225.40.90, 7225.99.90, 7226.91.10, 7226.91.90.
The Ministry of Industry and Trade may amend and supplement the list of HS codes of investigated goods to match the description of investigated goods and other changes (if any).

Investigation of acts of circumvention of trade defense measures applied to hot-rolled steel products with widths greater than 1,880mm and less than or equal to 2,300mm originating from the People’s Republic of China through insignificant changes to goods subject to trade defense measures.
- Investigation process and procedures
4.1. Registration of related parties
Within sixty (60) working days from the effective date of the investigation decision, organizations and individuals shall register related parties according to the Application for registration of related parties in Appendix I issued with Circular No. 26/2025/TT-BCT and send it to the Investigation Authority via the Online Trade Defense Document Reception System (TRAV ONLINE) at: http://online.trav.gov.vn.
4.2. Investigation period
The investigation period shall not exceed 09 months from the date the Minister of Industry and Trade decides to investigate. In special cases, the Minister of Industry and Trade may extend the investigation period but not more than 03 months.
